City installs pricey Front Street 'ghost' traffic lights - SILive.com

Borough President James Oddo dubbed the ghost lights -- which were installed within the last week but apparently won't be activated any time soon -- "strange." The strip, between Wave and Canal streets, fronts the long-dormant Navy homeport property.
